Quick election result due to IVU system (PR)
Election evening in the Reichstag-building, 5 p.m.: journalists and politicians are discussing predictions for the main television channels. 6 p.m.: polling stations are closing and first projections are getting carried out. 8.30 p.m.: publishing of first results based on vote countings in certain electoral districts. From that moment election results were updated every minute: the IVU election system of the Federal Election Commissioner made it possible.
After the votes have been counted the IVU system accurately managed the entire election process on the evening of September 18th. The system first collected the results of all 299 election districts and transmitted them to Wiesbaden over encrypted and secure connections. After various plausibility checks it calculated the distribution of seats in the new parliament and determined the voted candidates. Immediately voting results were available in the internet. In the early morning hours Federal Election Commissioner Johann Hahlen was very satisfied with the technical realization of the votes.
In 2002 the Federal Election Commissioner for the first time relied on an automatic election processing system that was developed by IVU in co-operation with the Federal Office of Statistics. This system, which also proved to be an enormous success in the EU parliamentary elections in 2004, was used once again in this year’s German parliamentary elections. Federal states, such as Saarland, also used it for elections on the state level. Votes in Saarland were counted in record time. The electoral officer was able to declare final voting results to Wiesbaden already 2.5 hours after polling stations were closed. Federal states without IVU system needed more than four hours longer.
