Innovative subsidy management system wins the 2005 Berlin-Brandenburg Best-Practice Competition
The system developed by the Berlin software company IVU Traffic Technologies AG for managing urban development funds has won the 2005 Best Practice prize awarded by the Berlin-Brandenburg IT industry. Created in partnership between IVU and the Brandenburg State Office of Construction and Transportation, the system simplifies the highly complex funding processes and substantially reduces the time needed to complete them.Dr. Olaf Schemczyk, member of IVU’s Executive Board, accepted the prize yesterday evening from Dirk Stocksmeier, the e-government spokesperson for the “We make IT“ software initiative. The initiative brings together manufacturers, network operators and trade associations as well as the Chambers of Industry and Commerce in Berlin and Brandenburg. "We are delighted to receive this honour,“ said Dr. Olaf Schemczyk. “It further underscores IVU’s high level of expertise in the promising field of e-government.”
The system clearly organises and simplifies the use of the processes involved in applying for, managing, approving and tracking subsidies for the entire duration of a project, also allowing them to be mapped electronically. The goal is to substantially speed up the work for everyone involved. To achieve this objective, IVU built a system that allows projects to be managed without media discontinuity and automates the entire process. In the future, everyone involved in the process (applicant, public authorities and ministry) will exchange data online via personalised access portals, enabling existing data from previously submitted applications and other sources to be reused. Plausibility checks are carried out right during the application process; this eliminates input errors and incomplete data almost entirely.
The system electronically manages the many application forms and supporting documents. The data can be further processed immediately as well as easily, quickly and reliably located and reused at any time – even many years later. The invoice that must be submitted at the end of a development project can be generated at the press of a button on the basis of regularly entered data, saving days of work. The solution is currently being used and tested in various urban development projects of the Brandenburg State Office of Construction and Transport. As the authority that approves urban development funds, the Brandenburg State Office integrates roughly 30 EU and German programs on the federal and state levels.
The current users are completely satisfied with the system, which is easy to learn and operates intuitively. This is due, in part, to the fact that the system has a modern Windows interface that can be tailored to the specific requirements of any development area or customer. The project was carried out as part of a public-private partnership between the State of Brandenburg and IVU Traffic Technologies AG. The goal of this partnership is to develop and test innovative e-government solutions in the State of Brandenburg. As the result of an EU-wide competition, IVU was awarded a three-year cooperation agreement.
